"No mapping for the unicode character" error - NIC vendor lookup

I get this error when I run a scan. NIC vendor does not work as well.
"no mapping for the unicode character exists in the target multi-byte code page netscan"

I run netscan.exe over the network from a shortcut on my desktop.
"\\imcccsvr12\disks\disks 1\netscan.exe"

I still have not found where settings.xml resides - I have not had to: this wonderful app has always worked very well.
This could be a permission issues, since my settings won't update, but it is still reading the settings.xml file because the friendly names that I have assigned still show up.

This looks like you have a problematic OUI.TXT. Basically it means some lines in the file contain invisible control characters that cannot be properly parsed.

Fixing this is easy:
  1. Launch Notepad (Start - Run - notepad.exe).
  2. Load OUI.TXT from the Network Scanner's folder then click Save As and choose Encoding UTF8.
  3. Overwrite the original file.
