Please show what OS and hardware any changes listed in the changelog apply to. "Universal" can be used for every OS and hardware combination.

The reason is that the latest RAM FS release (26.9) lists some added functionality that is already present in the Windows version, so I'm unsure if I need to update, because it's unclear what fixes, if any, are for my OS.

That's a fair point and we'll make it clearer from now on.

For RAM FS 26.9 specifically: it was the first release to support macOS, and the macOS build arrived with the full feature set of the Windows version. That's what the first line means. Everything else listed under 26.9 is a change to the Windows version only, which is why some of it reads as already being there. Future changelogs will state which platform each entry applies to.
