Is it possible to add delay locally (localhost).
Im developing on a local webserver and it would be nice to do that

No, it has to go through a network card.

Nonetheless, you can simulate it with a virtual machine.

One more question, when setting bandwidth, do the program drop excess packets FIFO style or are there any queuing involved?

Packets are queued and then released from the queue according to the Token Bucket algorithm
