Good day, I have a machine wit SoftPerfect Connection Emulator software on, and I'm running into some issues where it seems my hardware cannot keep up with the throttling.

We have a 100/100 Mbit connections, and I'm running this on a 7th gen intel i7 machine with 16gb ram. If I try and run the software with "throttle" to 100/35 Mbit, it won't go past 30/30 Mbit on the speed-test.

We are using Ethernet port in the PC as internet "In", and then a HP USB-C to RJ45 Adapter as "Out". We have bridged the two in Windows, and we are doing the "throttle" on the adapter.

Is there any recommended hardware on what this should be? Ideally I would love to be able to put this on a 1Gbit connection.

My goal is to simulate Starlink(s) and 5G connections.

It's most likely not a hardware or performance limitation - that only really comes into play near gigabit speeds. Your 7th-gen i7 with 16 GB RAM should handle 100/35 Mbit comfortably, so something in the configuration is probably the cause.

Before we can be certain of the cause, could you let us know which connection you've selected in the Emulator's adapter dropdown: the bridge, the Ethernet "in" port, or the USB-C "out" adapter? That's the key piece we can't see from the profile file.
The reason it matters: if you are emulating on the bridged connection, traffic passes through it in both directions, and your profile has the direction set to "Both" with a single 30 Mbit transfer rate. That applies the 30 Mbit cap to each direction independently, which would give you 30 down and 30 up - exactly the 30/30 you're measuring.
A single symmetric rate can't produce an asymmetric 100/35 result. To get 100/35 you need to set the inbound and outbound rates separately.

Separately, two settings in the profile may affect throughput as well: packet loss is enabled at 0.8% and latency at 33ms. These may drag effective throughput further down.

We are using the Ethernet 2, which is the Adapter from the USB-C port to RJ45.

Is it possible to do both connections at the same time? The idea is to simulate a 100mbit download, and 35Mbit upload, with latency on it.

Yes, that's exactly what it's built for. You can set asymmetric rates by entering two values separated by a colon, in the form inbound:outbound (in bits per second).

For 100 Mbit download and 35 Mbit upload, you should enter:
100000000:35000000
If the speeds come out reversed (i.e. you get 35 down / 100 up), just swap the two values. It simply means the traffic direction relative to your adapter is the other way around on your setup:
35000000:100000000

The latency, loss and other impairments will apply on top of this, so you'll get your 100/35 profile with realistic latency as intended.
