I Have 100 users on the network and I want to limit each to 100KBS max. Can I do this without creating 100 rules?

There is no way to do so without making 100 rules. Specially for that the SoftPerfect Bandwidth Manager has a helpful batch wizard. If you would like to add a number of rules, for example to cover a LAN segment, use the Add Batch command. It helps you to create many similar rules within a single action.

Sometimes you can get the answer faster if you try the forum search and/or have a look at the software user manual to see if your question has already been answered.
