Why does the Send and Received amount always show the same?

My setup is as follows:

Satellite modem ---> Linksys RV042 router ---> SBM ---> Client

Perhaps because the rule which you have defined is incorrect. For example, an Any-to-Any rule is incorrect because in this case the software does not know what is sent and what is received. Please post your rules(s) here and I will tell the exact reason.

Rule1:
name: My Mac
Direction : Both
Rate Limit: Unlimited
Protocol: IP based
Source : XXXXXXX (My Mac Address)
Destination: Any
Interface: Any Interface

Rule2:
Same as Rule 1 but different Mac Address and name

Rule3:
name: This Machine
Direction : Both
Rate Limit: Unlimited
Protocol: TCP/UDP
Source : Local: any
Destination: Any :Any
Interface: Any Interface

Rule4:
name: blocked
Direction : Both
Rate Limit: Blocked
Protocol: IP based
Source : any
Destination: Any
Interface: Any Interface

I am unable to get online using the host SBM computer.
Rule 1 shows both sent and received as the same.
Rule 2 is not active (computer not connected yet)
Rule 3 looks correct when network not bridged)
Rule 4 works to block users

one more thing,

I have SBM bridging the two network cards.

well, I guess it helps to read the help guide. I changes the interface to the NIC from the modem, That lets me see the different down and up usage.
