Is there any way to record the usage graph over time? This would be highly useful to detect and report internet connectivity issues to an ISP.

There is no usage graph overtime, but there are a couple of tools you may find useful:

Scheduled speed testing in Speed meter. You can run speed tests every X minutes and record the results over a time period.
Connection monitor. This will record connection dropouts over 1 minute (i.e. if the connection goes offline for longer than a minute).
