Try to enable the Allocate within the specified NUMA node only option in the RAM Disk's advanced properties.

In that case you can move WebCache folder to the RAM drive manually and then use Link Shell Extension application to create symbolic link for it in the C:\Users\xxx\AppData\Local\Microsoft\Windows directory.

Presently, RAM Disk can't use memory beyond 4 GB on 32-bit systems.

This is due to Fast Startup feature introduced in Windows 8. There is a plan to fix this issue in future releases, but as a temporary workaround you can simply disable this feature in Power Options.

What are the exact settings are specified for the disk? Is your disk based on an image file? What type of RAM disk are you using (boot/logon)? Also please specify OS version including the type (32- or 64-bit).

Did you use "Mount Image" command? It just mounts image file, it does not actually create any RAM disks. You should use "Add" or "Add Boot Disk" commands instead.
