Discrepancy between NetWorx meter and speedtest.net 06 April 2016, 05:53

Speed meter says max dl 1.37MB/s, speedtest.net gives 20mbps.

I know something dodgy is going on with my internet connection. My speed meter gives me crawling speeds and doesn't jive with what speedtest.net says... can anyone suggestion what is going on here? How can I accurately measure my dl speed? I've long felt that I'm being scammed by my ISP.

I converted the measurements and am now reading properly a max dl 12.8 mbps... which is still a significant discrepancy between the 19 I saw at speedtest.net.
