I have 2 servers running Windows Server 2008 with more or less identical configuration, used as IIS Webservers in small farm.

Both have Networx installed, licenced 2018-12-03 as SoftPerfect NetWorx - Business - Up to 5 Devices - 1 item(s).

Only one of the servers collects data as before the licence key was entered. The other one collects data if a user is signed in. If not, nothing happens.

What is the problem?

That's basically how NetWorx was designed. It runs as a regular application when a user logs on. Otherwise it does not run, i.e. it is not a service.

If you are looking for monitoring server bandwidth, a different product called Bandwidth Manager may be more suitable. It runs as a service, allows you to define a variety of monitoring rules, and if necessary configure bandwidth caps and quotas.

It is worth noting though that this product can handle about 500 Mbps at most.
