Occasionally I have this problem when using NetScanner: output files are missing or are not generated initially.

I can't get any output at all when transferring the whole range through the files:
netscan.exe /hide /config:netscan.xml /auto:result.xml /range:192.168.1.1-192.168.1.254 >> output.txt
netscan.exe /hide /config:netscan.xml /auto:result2.xml /range:192.168.2.1-192.168.2.254 >> output.txt

If I then scan those ranges again, the output files appear without problems.

It is probably related to the console output buffering. As the Network Scanner is not a true console program, it attaches directly to a parent console when printing its progress.

Try adding "start /B /wait" to the beginning of your command, like this:
start /B /wait netscan.exe /hide /config ...
