How can I retrieve the email list from all rules?

There's no built-in function for that. However you can extract it directly from the database

Download SQLiteSpy.
Launch it and load the BM database file, which should be located in c:\Documents and Settings\All Users\Application Data\SoftPerfect\Bandwidth Manager or C:\ProgramData\SoftPerfect\Bandwidth Manager
Run the following query in SQLiteSpy: SELECT USER_EMAIL FROM RULE
This should display all the emails.
