Can we limit the download size for a particular file, for instance can I block a user from downloading files more than 10MB?

Not with NetWorx, we have a commercial software that can do that.

Thank you, but I'm looking for a client side application since we don't have a server at our place. Also the app you have suggested seems to limit the entire bandwidth for a particular PC.

That software can be installed on a client PC as well. It does not have to be a gateway. It can limit anything from a particular connection to all connections as a whole.
