It looks like the meter is showing an average of what's happened in the last few seconds instead of current traffic. Is there a way to change the monitor to show what's happening in real time instead?

The values on the graph are computed as 5 seconds average, which may feel like a lag. If you want to change this, this can be done here. Look for the Mean samples variable. Hope this helps.
