Add 1 second refresh rate to Live Usage Monitor

It would be nice if the new version of Bandwidth Manager 3.2.11 had a 1 second refresh rate in the Live Usage Monitor.
In the old Bandwidth Manager 2.9.10 version, the Live Bandwidth Monitor has: off, 10 second, 5 second, and 1 second refresh rate options. This worked very well with a 1 second refresh rate for over a decade for us. We really miss the 1 second refresh rate option in the new Live Usage Monitor.
