OSX licence compatibility with Windows version

If I buy a licence for the OSX version of NetWorx, does that also allow me to run the PC version?

Yes, the same licence can be used on either platform.
Even the most basic NetWorx licence includes installation on up to 5 devices simultaneously. Each of those devices can run Windows, macOS or Linux.
The only thing you need to be aware of is that the Windows edition has more features than the macOS or Linux editions, as the former has been in development for much longer than the latter two.
