How can I delete a unit which is no longer in use on the network, but still shows up on the scanning list?

The scan list is rebuilt from scratch on every scan, so a device only appears there if something at that address was seen during that scan. Either it still answers, or Windows still has its address cached from when it was last connected.

If it is in the main window after a scan, look at the ping column. A time there means the device is still connected somewhere. If it shows ---, it is most likely Windows' cached entry, which normally drops off after another scan or two.

If it is in the Device Catalog, right-click it and select Forget. This erases the device record and its history. If it is still connected, it will be found again on the next scan.
